		<description>There is no dearth of deserted roads. The BMC cannot cover all areas with cameras. Unless cameras are high resolution, license plate information cannot be captured. Blurry, grainy video of unidentified people dumping debris cannot serve as adequate evidence for prosecution. Therefore, the video feeds would have to be monitored live. And if that is the case, why not simply increase the number of patrolling cops?
